Otero Sheriff Reports on Cruelty to Animals Arrest

Rocky Ford, Colo. - April 17th, 2024 - Deputies from the Otero County Sheriff's Office were dispatched to the area of Highway 71 south of Rocky Ford on a report of someone dumping puppies in a cage into a canal.

Witnesses and concerned citizens contacted the Otero County Sheriff's Office and provided information to investigating deputies.

Rylie Kinslow-Smart was identified as the suspect in this case. On 4/21/2024, Mr. Kinslow-Smart was arrested and booked into the Bent County Jail on the charge of Cruelty to Animals (Class 1 Misdemeanor).

Mr. Kinslow-Smart is presumed innocent until proven guilty in a court of law.
